| 摘 要： | 介绍了目前非盈利性政府投资项目管理模式的现状及其弊端，对比分析了深圳和上海两个典型的改革模式，建议我国各地应根据咨询市场的培育情况来选择不同的政府投资项目管理模式。

| Abstract: | The paper introduces the current situation and drawbacks of management mode for the non-operational fiscal-investment-projects,analyzes typical innovation mode of Shenzhen and Shanghai,suggests the management mode should be adopted according to the consultation market's developing in the respective region of our country. |
