| 摘 要： | 在可持续发展战略和西部大开发战略中建设好珠江源生态环境，不仅在促进这一区域社会经济发展的同时，保证生态环境安全，还对促进全流域经济发展和生态环境安全具有重要的战略意义。法制手段因其权威性、强制性，在如强对珠江源头的治理和保护中占有独特的地位和作用，因此，必须对如何运用法制手段如强这一区域的生态环境治理和保护进行深入探讨，通过国家法律法规与地方具体实际相结合，达到资源永续利用和环境保护的战略目标。
