| 摘 要： | 基建项目后评价，在美国政府上世纪30年代第一次有目的地开始后被许多国家和世界银行及多边援助组织广泛应用。基建项目后评价是对已完成项目目的、执行过程、效益、作用和影响进行系统、客观分析，为未来新项目决策和提高投资决策管理水平提出建议，并为后评价项目实施中出现问题提出解决建议，从而达到提高投资效益的目的。

| Abstract: | Project post-evaluation of capital construction, initiated by the American government in the 1930s, has been widely used by many other countries, the World Bank and many multilateral aid organizations. The paper discusses that in project post-evaluation of capital construction, the objectives, processes, benefit, functions and influnces of the finished projects are analyzed systematically and objectively, and meanwhile, suggestions are made on the investment in new projects and investment management, and countermeasures to the problems in the process of project post-evaluation are also given to increase the investment benefit. |
