科技发展与老年人社会参与政策研究——基于1999年以来国家层面政策文本量化分析

科技的进步在积极应对老龄社会中发挥了重要作用。本文基于国家层面有关老年社会参与内容的政策文件,构建出“政策工具——老年参与周期”两个维度的分析框架。研究发现,我国老年社会参与政策在技术要素、科技平台和科学意识3个方面存在问题,研究表明应该在完善参与政策、消除数字鸿沟、合理布局科技平台、营造科学观念方面做好顶层设计。

Research on Science and Technology Development and Social Participation Policy of the Elderly

Advances in science and technology have played an important role in responding positively to an ageing society. Based on the policy paper on the content of social participation in the elderly at the national level, this paper constructs the analysis framework of the two dimensions of "policy tool - the aged participation cycle". The study found that there are problems in technical elements, science and technology platform and scientific consciousness in the policy of social participation in the elderly in China. The research shows that we should do a good job in the top-level design by perfecting the participation policy, bridging the digital gap, scientific layout participation platform, and building scientific ideas.
