地方政府研发投入对工业企业科技创新效率的影响研究

工业是国民经济的支柱产业，在我国创新型国家建设进程中具有重要意义。地方政府通过研发投入促进工业企业科技创新效率提升，是提升工业竞争力的重要措施。但是，地方政府研发投入是否能有效促进工业企业科技创新效率提升？影响地方政府研发投入促进工业企业科技创新效率提升的主要因素有哪些？这是评价政府研发投入效果必须明确的问题。本文以我国30个省市区地方政府研发投入和规模以上工业企业科技创新效率数据为基础，运用DEA-Tobit两步法分析框架，对我国不同地区政府研发投入对工业企业科技创新效率的影响进行了分析。研究表明，我国地方政府研发投入对工业企业科技创新效率的影响大多数处于无效状态，并且呈现东部、中部、西部效率逐步递减现象；同时，企业科技人员投入、技术市场活跃程度、企业规模大小、地区开放程度等，对政府研发投入效果存在不同影响。根据以上研究结果，本文提出了有效提升地方政府研发投入促进工业企业科技创新效率的政策建议。

Research on the Impact of Local Government R&D Input on the Efficiency of Industrial Enterprises"Scientific and Technological Innovation

Industry is the pillar industry of the national economy, which plays an important role in the process of building an innovative country in China. Local governments promote the efficiency of scientific and technological innovation of industrial enterprises through R&D investment, which is an important measure to enhance industrial competitiveness. However, can local government R&D investment promote the efficiency of technological innovation of industrial enterprises? What are the main factors that affect the R& D investment of local governments to promote the efficiency of technological innovation of industrial enterprises? This is a problem that must be clear to evaluate the effect of Government R & D investment. Based on the data of R & D investment of local governments in 31 provinces and cities and the efficiency of technological innovation of Industrial Enterprises above Designated Size, this paper analyzes the impact of R & D investment of governments in different regions of China on the efficiency of technological innovation of industrial enterprises using DEA Tobit two-step analysis framework. The research shows that most of the impact of local government R & D investment on the technological innovation of industrial enterprises is in an invalid state, and the efficiency in the East, the middle and the west is gradually decreasing; at the same time, the R & D capital investment, the degree of technology market activity, the size of enterprises and the degree of regional opening have different effects on the effect of Government R & D investment. Based on the above research, this paper puts forward some policy suggestions to effectively improve the R & D investment of local governments to promote the efficiency of scientific and technological innovation of industrial enterprises.
