基于协同动力机制理论的政府职能智能化管理研究

在国家治理体系和治理能力现代化背景下,探究如何借助大数据和人工智能等技术手段,实现政府职能管理的精细化、智能化,对于优化政府职责体系、提高政府治理水平、提升政府服务能力和公众的获得感,具有重要的理论和现实意义。本文将政府职能作为一个非线性的复杂系统,定性分析了职能缺位、职能交叉等不协同的原因,利用协同动力理论构建了政府职能协同的动力机制模型,并尝试将人工智能技术嵌入到模型中,提出了政府职能智能化协同的路径。该方法能有效解决当前政府职能管理中存在的整体性不够、精细化程度不高、灵活性不强等问题,实现政府职能结构系统化、职能管理精细化、职能分析智能化、履职流程显性化。本研究的实际运行效果还有待进一步验证。

This paper regards government function as a nonlinear complex system, from the point of view of qualitative analyze the lack and cross and other non-coordination of government functions, based collaborative dynamic theory build collaborative dynamic mechanism model of the government functions, and try to apply artificial intelligence technology to the model, and give the path of the government function intelligent coordination. This method can effectively solve the shortcomings of the integrity, refinement and flexibility in the management of government functions, realize the government functions systematic structure , sophisticated management, intelligent analysis, and the process be made explicit. The actual operation effect still needs further verification.
