政府和社会资本合作模式下智慧燃气建设实践研究

城镇燃气是城市公用基础设施中重要的环节之一,人们对燃气的需求不仅体现在供需方面,还体现在其更智能的运营、更快捷的公共服务等即智慧燃气建设。在面临国有城市燃气企业竞争、庞大建设运营资金需求、公共服务需求急迫的挑战下,将政府和社会资本合作模式（(Public-Private Partnership, PPP）与智慧燃气建设结合有利于缓解政府预算压力,提高公共服务的效率,然而PPP模式并不适用于所有的项目,所以需要采用物有所值来评价PPP模式是否适用于项目。本文根据智慧燃气建设PPP模式的特点,以广西梧州市蒙山县燃气供应项目为例,结合《PPP物有所值评价指引(试行)》中的指标评价内容,增加了社会效益指标,其又包含智慧建设、智慧运营、智慧服务的指标评价内容。在进行物有所值评价中引入直觉模糊集理论,解决专家评价时存在的犹豫度问题,获得较为客观的指标权重。结果表明,广西梧州市蒙山县燃气供应项目采用PPP模式优于传统模式。

Practical Studies of PPP Model in the Smart Gas

City gas is one of the important links in public infrastructure industries. People"s demand for gas is not only reflected in the supply and demand, but also reflected in its more intelligent operation, faster public service and other intelligent gas construction. In the face of the competition from state-owned city gas enterprises, the huge demand for construction and operation funds and the urgent demand for public services, The combination of Public-Private Partnership(PPP model) and smart gas construction is conducive to easing the government budget pressure and improving the efficiency of public services, however, PPP model is not applicable to all projects, so it is necessary to use value for money to evaluate whether PPP model is applicable to projects. According to the characteristics of PPP model of smart gas construction, taking the gas supply project of Mengshan County, Wuzhou City, Guangxi Province as an example, combined with PPP VFM Evaluation Guidelines (Trial), in this paper, increases the social benefit index, which also includes the index evaluation content of smart construction, smart operation and smart service. The intuitionistic fuzzy set theory is introduced into the evaluation of value for money to solve the problem of hesitation in the evaluation of experts and obtain objective index weight. The results show that PPP model is better than the traditional mode in gas supply project of Mengshan County, Wuzhou City, Guangxi Province.
