中国共享单车发展历程及协同治理研究

共享单车是共享经济的一种创新模式，近几年在中国获得了快速发展，但行业的快速发展，带来了大量复杂的公共治理问题。本文通过分析中国共享单车历史，梳理出由政府主导、市场主导再到政府规制的发展历程。基于共享单车的治理困境和协同治理理论，提出了政府、企业和公众协同治理是共享单车治理的最佳途径。

Research on the Development and Cooperative Governance of China"s Bicycle Sharing

Bike sharing is an innovative model of the sharing economy. In recent years, has a rapid development in China, but the rapid development of the industry has brought about a large number of complex governance issues. This paper analyzes the history of China bicycle sharing and sorts out the development process from government-led, market-led to government regulation. Based on the governance dilemma and the theory of collaborative governance of shared bicycle, this paper puts forward that collaborative governance of the government, enterprises and the public is the best way to manage bicycle sharing.
