层次模糊决策法在工程施工招标评标中的应用

摘    要:结合工程实例,采用层次分析法确定各指标的权重,对投标人进行单因素分析较为切合实际,将定性分析与定量分析相结合,运用模糊决策法对各专家的评价结果进行综合处理.评价指标本身能够反映出各投标人的实力,具有可比性和统一性,相对客观地得出了投标方案的优劣顺序.应用层次模糊决策法,不致过多地受决策者的主观因素影响,较为客观、准确地反映出了各投标人的实力,利用计算机程序进行数据处理,提高了工作效率,在方法上尽量保证了评标更加科学、客观、公正、合理。

Abstract:On the basis of practical example of open bidding of construction project, this paper sets up a new method. The weight of the each indictor is got by AHP, by which every appraisal bid specialist analyses a single factor. It is tallies with the fact that combines the qualitative analysis with the quantitative analysis, and then, it aggregates all suggestions of the engineer and comprehensively deals with appraisal bid result of every specialist by using fuzzy decision. Appraisal indictor system can reflect accurately the real strength of every bidder compared to each other and is a unity in the same standard. Thus, the distinction between the superior and inferior is made relatively and objectively in proper order. The result by application of AHP and fuzzy decision method in the open bidding of construction project is unlikely to excessively suffer from the subjective factor of the decision maker; therefore it can accurately and objectively reflect the real strength of every bidder and the work efficiency can be enhanced with the computer programs. It is more scientific, objective, fair and rational than ever and is possible to guarantee in the engineering appraisal bid with application of hierarchy fuzzy decision method.
