银川市宜居城市建设水平综合评价

宜居城市研究与建设日益得到重视,但我国西北地区宜居城市建设依然是比较薄弱的研究领域,借鉴已有成果,建立了包括社会文明度、经济富裕度、环境优美度、资源承载度、生活便宜度和公共安全度等6个方面共75个原始指标或生成指标,运用Delphi等方法,对银川市宜居城市建设水平进行了综合评价.结果显示,银川市宜居城市建设水平评价得分由2003—2007年依次升高,分别为72.5,76.7,78.2,79.9和80.7分;经济等劣势指标是银川市宜居城市建设的主要“瓶颈”.提出了要进一步优化产业结构与升级,统筹城乡协调发展,重点抓好医疗卫生、教育和住房保障等一揽子“民生和谐”保障体系建设.

Comprehensive Evaluation on the Constructive Level of Yinchuan Livable City

Although the research and construction of the livable cities have been increasingly taken seriously,the research on the construction of the livable cities in northwestern China is still a weak field.Based on the former research results,this paper evaluate the constructive level of Yinchuan livable city by applying Delphi as well as seventy-five original or generated criteria,mainly including the level of social civilization,economic prosperity,environmental gracefulness,resource sustaining ability,living easiness and public security,etc.The results show that the evaluation scores（72.5,76.7,78.2,79.9,80.7） have been increased from the year of 2003 to 2007 on the level of Yinchuan livable city construction.However,the inferior criteria of the economy is the major bottleneck in the process of constructing Yinchuan livable city.The research shows that it is urgent to further optimize and upgrade industrial structure,balance harmonious development in both the rural and the urban areas.And the package ＂livelihood and harmony＂ security system construction of medical treatment and sanitation,education and housing security should be given superior priority.
