联合国集体安全机制困境的理论分析

从假设前提的空想性、机制性内在困境、平等原则的缺失以及国际干预与主权原则的冲突等四个方面分析了联合国集体安全机制存在的内在局限。又从国际政治格局的限制、民族国家时代的现实制约、美国单边行动与区域性国际组织对联合国的边缘化以及国际恐怖主义的影响等几个方面分析了联合国集体安全机制存在的外在制约。最后,对于联合国集体安全机制面临的困境提出了一些建议。

Theoretical Analysis on the Predicaments of the Collective Security Mechanism of the United Nations

Firstly, by illustrating the fantasy of the supposing precondition, inherent predicaments coming from mechanism, the absence of equal principle, the conflict between international community's intervening and the principle of dominion, this paper has analyzed the inherent limitation which the collective security mechanism of the United Nations has. Then it explains the external restriction of the collective security mechanism of the United Nations. To explain the problem, it's from four respects, such as, the restriction from the international pattern, the restriction from times of national countries, the marginalisation of the United Nations resulted by U.S.A.'s unilateral action and the regional international organizations. Finally, the paper also gives some suggestions about the collective security mechanism of the United Nations.
