| Abstract: | Innovation needs technological support and institutional guarantee. Institution guides both the pattern of human action and its choice for innovation, prescribes both the space of human action and its innovation possibility, encourages the efficiency of human action and its frequency of innovation, and changes both the route of human action and its situation about innovation. There are some institutional systems for innovation, such as that to safeguard the rights of innovation subject, that to reduce the active cost of innovation, and that to cultivate innovatiove culture in the society. |
