| 摘 要： | 以北部湾经济区人才开发为例,提出产业结构与人才的关系模型,分析产业技术结构对人才结构的影响、产业链与人才开发,产业融合趋势与开发人才。构建基于产业结构的人才开发模型。认为北部湾经济区近期应该以选择跟进战略—WO战略为主,人才的发掘、培养、使用紧紧围绕区域产业的状况和调整对人才的需求来进行。中长期以选择联动战略—SO战略为主,坚持人才资源开发与产业的布局调整相协调,把人才结构调整作为推动产业结构战略性调整的重要内容。
