| 摘 要： | 如果政府有效引导网络舆论,网络舆情就能充当群体性事件酝酿期发现苗头的“警报器”、扩大期消除矛盾的“润滑剂”与消弭期改进政府工作的“意见箱”;反之,其充当群体性事件酝酿期引发事件的“导火索”、扩大期助长事态蔓延的“助燃剂”与消弭期激发原有矛盾的“发酵池”.我国需要建立公开透明的网络信息沟通平台、健全完善网络法律法规和加强网络舆情正确引导,发挥网络舆情在群体事件中的正面作用.

| Abstract: | The network public opinion has two kinds of effects on mass incidents. In order to play the positive role of network public opinion in mass incidents and inhibit the negative one, China needs to establish an open transparent network information communication platform, improve the network system of laws and regulations, build and maintain a good network environment and strengthen the correct guidance of network public opinion. |
