摘    要:街头官僚是从西方引进的概念.借鉴西方街头官僚理论,将我国基层公务员置于“街头官僚”分析框架内,可以得出我国基层公务员具有“街头官僚”特征和独特行动逻辑.而从街头官僚视角来分析基层社会管理和服务者的激励要素及激励困境,有助于构建起一个合理有效的激励机制来切实提高其工作积极性,从而提升基层社会管理和服务水平.

Abstract:The concept of "street -level bureaucracy" is introduced from the West. Based on this western theory, the paper analyzes our grass - roots civil servants in the "street - level bureaucracy" frame and makes the conclusion that our grass - roots civil servant has "street -level bureaucracy" characteristics and unique action logic. From "street -level bureaucracy" perspective, we analyze the incentive factors and incentive dilemma of grass - roots civil managers and servants and try to establish a reasonable and effective incentive mechanism to improve their work enthusiasm and then promote the level of the civil management and service.
