Establishing the Incentive Mechanism of Grass-roots Civil Management and Service from Street-level Bureaucracy Perspective

The concept of ＂street -level bureaucracy＂ is introduced from the West. Based on this western theory, the paper analyzes our grass - roots civil servants in the ＂street - level bureaucracy＂ frame and makes the conclusion that our grass - roots civil servant has ＂street -level bureaucracy＂ characteristics and unique action logic. From ＂street -level bureaucracy＂ perspective, we analyze the incentive factors and incentive dilemma of grass - roots civil managers and servants and try to establish a reasonable and effective incentive mechanism to improve their work enthusiasm and then promote the level of the civil management and service.
