| 摘 要： | 排污权交易是通过排污权交易系统来实现的，在美国，排污权交易从最初的指令控制到后来的补偿政策、酸雨计划、二氧化硫控制以及加利福尼亚区域清洁空气激励市场计划等，逐渐从开始的实验阶段走向成熟阶段，并针对污染物的不同类型采取了不同的交易系统。本文对排污权交易系统的理论与实践研究状况进行了分析，对这个问题的准确把握是我国实施排污权交易制度的基本前提。

| Abstract: | Emission permits trading are an economic instrument used to attain a predetermined level of environmental quality. The basic concept behind emission trading, originated by Dales, is a simple one.
