洛阳应对国家区划调整策略论

把洛阳市升格为中央直辖市的基本构想是：把现在归河南省所辖的洛阳市、南阳市、平顶山市、焦作市、三门峡市、济源市、巩义市和登封市划出来,再把现在归山西省所辖的运城市、晋城市和归陕西省所辖的商洛市划出来,成立一个与北京市、天津市、上海市和重庆市4个中央直辖市并列的洛阳市.要使洛阳市升格为中央直辖市的构想成为现实,洛阳市当前应做的重点工作是：洛阳市委、市政府高度重视可能进行的国家行政区划调整工作;洛阳市学术理论界积极开展洛阳市应对国家行政区划调整的学术研究;争取全国人大代表的支持,并在全国人民代表大会上提出洛阳升格为中央直辖市的议案;高标准高起点大视野搞好洛阳市的城市建设.

Theoretical Strategy to Meet Adjustment of Our Country's Administrative Regional Divisions

The basic conception for upgrading the City of Luoyang to a municipality directly under the central government is: to delimit the cities of Luoyang, Nanyang, Pingdingshan, Jiaozuo, Sanmenxia, Jiyuan, Gongyi and Dengfeng out of the current governance under Henan Province; and then to delimit the cities of Yuncheng, Jincheng now governed by Shanxi Province, the city of Shangluo governed by Shaanxi Province to build Luoyang into a municipality that parallels with Beijing, Tianjin, Shanghai and Chongqing. To bring into a reality upgrading Luoyang into a municipality directly under the central government, the major tasks for Luoyang to do at present time are that the Luoyang Party Committee of CPC and the municipal government should pay high attention to the possible adjustment of our country' s administrative regional divisions; the academic and theoretical cycles of Luoyang should actively carry out academic researches concerning the possible adjustment of our country' s administrative regional divisions; effort should be made to get support from the representatives of the National People' s Congress and the move to upgrade the City of Luoyang to a municipality directly under the central government should be put forward at the Plenary Session of the National People' s Congress; and to well carry out the municipal construction of Luoyang with high standard and foresight.
