| 摘 要： | 党的十七届四中全会明确提出,要"把建设马克思主义学习型政党作为重大而紧迫的战略任务抓紧抓好"。但是,基层党组织缺乏一定的战略意识,或是不清楚基本概念,或是囹圄于技术层面,无法起到学习型政党的实际作用。因此,加强基层党组织的战略管理能力成为进一步建设学习型政党的必然趋势。
