| 摘 要： | 党的十七大首次把“基层群众自治制度”纳入中国特色政治制度范畴,这是我们党不断推进社会主义政治制度自我完善的生动体现。农村基层政权是我国国家政权的基础,大力加强农村基层政权建设,不断激活农村基层群众自治机制,对于维护农村社会稳定、推进社会主义新农村建设、构建农村和谐社会,具有重大而深远的意义。

| Abstract: | The 17th Party Conihrence for the first time included ＂local people＇s self-management＂ in the Chinese-characteristic political system, which is the representation of the Party＇s continuous perfecting the socialist political system. The rural political power is the foundation of our state political power. Greatly strengthening the construction of the rural political power has great and deep practical meaning in stimulating the self-management system, maintaining the rural steadiness, developing the new socialist countryside, and building the harmonious rural society. |
