Therefore the government must manage the crisis from the view point of maintaining the public interests,which is the fundamental way to overcome the crisis.Limitation of the function and obligation of the government means that the government shouldn't or couldn't totally be responsible for the crisis.The right way is to call for the participation and collaboration from society.Another way is to trust and relay on the community and the news media because they are the decisive force.
