| 摘 要： | 腐败和反腐败问题是一个各国政府共同关注的世界性难题，中国的廉政建设已经取得了显著的成绩，但依然任重道远。文中试图从腐败滋生的经济根源出发，探寻中国廉政建设的治本出路，并且最终得出结论：理性治理或许可以成为一条上策。

| Abstract: | Corruption and anti-corruption are worldwidely concerned problems by the international community. China has had relatively good results on building an honest and clean government, but there is still a long way to go. The article tries to explore the key solution of building an honest and clean government from the economic roots of corruption. It is concluded that rational governance may be a best policy. |
