我国经济增长的就业放大效应相对不足之原因与对策

根据美国经济学家阿瑟.奥肯(Arth Okun)的观点,失业和经济增长存在此消彼长的关系。从另一个角度来看,就业和经济增长存在正相关的关系。但目前中国的经济增长和就业不存在正相关的关系,或者说这种正相关的关系不是太明显,在经济增长的同时,就业增长弹性却在缓慢下降。原因有四:第一,“速度型”经济增长战略导致了资源配置的低效性;第二,资本市场与投融资体制不利于就业效应大的民间经济部门发展;第三,经济增长及就业弹性的结构性差异导致就业效应不足;第四,劳动力市场的特殊性及政策滞后对就业产生负面影响。对此,应以户籍制度改革为切入点,打造人力资本配置市场;建立健全社会保障体系,促进劳动力合理流动;建立健全失业保险制度,降低劳动力转换成本;加速中小企业的发展,以吸纳新增或待业的劳动力;加大教育的财政投入力度,提升劳动力的人力资本价值;构建国家创新体系,大力发展高等教育,培养大批高级创新人才,提高国家综合创新能力;推进职业化教育,弥补劳动力市场的结构性供需失衡;构建劳动力市场中介及信息体系,以减少摩擦性失业。

Explorations on the Relative Insufficient Cause of Employment Amplification Effect of Economic Growth in China

According to Arth Okun,an American economist,there exists a relation of "as one falls,another rises".Judging from another angle,there exists a relation between employment and economic growth.But,after a five-year close analysis of China's economic growth and employment,the authors discover the relation is faulty,in other words,this relation is not very obvious.Conversely,the employment elasticity has been coming down slowly while China's economy grows.The authors have made further explorations on that and put forward some countermeasures and suggestions.
