地方本科院校外籍教师招聘问题与对策

摘    要:外教在助力高校教育国际化发展方面发挥了重要作用。地方本科院校对外教需求越来越大。然而,受自身办学规模和层次等各种因素制约,该类型院校招聘外教存在三对矛盾:第一,学校顶层设计与下层执行的矛盾;第二,外专局外教招聘政策与地方本科院校招聘实际情况的矛盾;第三,对外教的期望以及外教实际情况的矛盾。造成这些矛盾的原因有两点:第一,学校层面缺乏对外教招聘工作的全局统筹;第二,院系层面缺乏开展外教招聘工作的积极性。要解决上述问题,可试采用以下措施:第一,加强全盘的统筹与规划;第二,转变聘请与管理外教的观念;第三,扩大外教数量;第四则是保证外教质量。

Abstract:Foreign teachers play an important role in boosting educational internationalization for institutions if higher learning. Regional colleges and universities keep on increasing the demand of foreign teachers. However, constrained by their own disadvantages such as size and level, these colleges and universities face many difficulties. Three pairs of contradictories hinder those institutions from recruiting foreign teachers: firstly, university level plans do not consist with operations at department level; secondly, policies issued by Foreign Expert Bureau are contradictory to the recruitment reality of regional colleges and universities; thirdly, foreign teachers cannot meet with expectations towards them. Two reasons are responsible for those contradictories: first, those colleges and universities are short of overall coordination; second, departments are not keen on recruiting foreign teachers. The following measures can be taken to tackle the above mentioned problems: first, enhance comprehensive coordination and planning; second, change perceptions towards foreign teacher recruitment and management; third, enlarge the number of foreign teachers; fourth, improve the quality of foreign teachers.
