山东省城市居民最低生活保障标准测定实证研究

最低生活保障标准是衡量最低生活保障水平的主要因素,如何科学合理地进行最低生活保障标准的测算尤为重要。通过对2000-2009年《山东统计年鉴》中城镇居民消费支出进行分组,利用扩展线性支出系统（ELES）模型对山东省城市居民最低生活保障标准进行实证研究并与现行最低生活保障标准比较,且对低保发展标准进行预测。研究发现：现行低保标准偏低,与理论标准存在很大差距,发展和完善现行低保给付标准符合新时期社会救助事业发展要求。

Empirical Research on Minimum Living Standard of Urban Citizens in Shandong Province

The main factor for measuring the minimum living standard of people in an area is the level of the minimum living guarantee, therefore, the formulation of a reasonable and scientific means for the measurement is of great importance. Based on the grouping of the urban residents ＂consumption expenditures in ＂ Shandong Statistical Yearbook＂ （2000 -2009）, using the extended linear expenditure system （ELES） model, this paper makes an empirical research on the minimum living standard measurement of the urban residents in Shandong, compares the current minimum living guarantee and predicts the development of minimum living standard measurement. The result demonstrates that the current minimum standard is low; differing greatly from the theoretical standards and the development and perfection of the present standard meets the demand of the social assistance benefits in the new era.
