| 摘 要： | 近年来"结构性环境问题"在济源市的集中表现,反映了项目环境影响评价局限,项目虽符合环保标准,却具有较高的环境风险。经过对济源市结构性环境问题与环境评价不相适应情况的分析,提出现有环境影响评价方法应向结构性转化。

| Abstract: | In recent years,frequently-arisen structural environmental problems in Jiyuan reflect the limitations of project environmental impact assessment.Projects followed strict standards caused high environmental risks.Analysis is made on the disharmony between structural environmental problems and environmental assessment,and it is proposed that structural transformation of current environmental impact assessment methods be necessary. |
