我国政府应对突发事件的组织策略

当代中国突发事件具有危机发生频率不断加大、危机全球化趋势明显、危机诱因多样化等特点。目前我国政府的危机意识、控制能力增强,但危机管理的水平与现实需要存在一定差距,还存在危机管理法律法规逐渐健全,全面的整合的危机管理机制还未形成等明显不足。为此,借鉴发达国家应急管理体制方面经验,提出完善我国中央政府应急管理机制的策略:构建循环型危机管理体制及以块为主的应急管理体制,建立健全应急保障机制,完善危机管理决策机制,培养全社会的危机意识,完善危机中信息披露机制,建立完善的政府间的国际合作机制。
