提升科技战略自主创新能力的途径研究——以昆明市为例

昆明在提升科技战略自主创新能力的过程中,以制度为保障,加强原始性技术创新;以人为本,加大力度建立企业技术中心;重视科技中介机构的作用,加大力度对自主创新进行多元化投入。这些措施极大地促进了昆明市自主创新能力的提高,但在创新过程中还存在轻人文关怀和团队建设,忽视产业发展的集群效应,没有建立好完整的投融资体系等不足,只有采取相应的对策,才能促进昆明科技战略自主创新能力的进一步提升。

A research on the ways of enhancing the capability of strategic independent innovation in science and technology in Kunming

In the process of enhancing the ability of strategic independent innovation in science and technology, the government of Kun- ming uses the system as a guarantee, strengthen the original technological innovation, adopts people -first principle, intensifies efforts to establish the enterprise technology center, attaches importance to the role of science and technology intermediary and intensifies ef- forts to take a diversified investment for independent innovation. All these measures have greatly promoted the improvement of the capa- bility of independent innovation in Kunming, but in the process of innovation there exist defects such as lack of care for people and team building, neglect of the cluster effect of industrial development, not having a good and complete investment and financing system. Only by taking the appropriate countermeasures can we promote the ability of science and technology innovation to further enhance the devel- opment of Kunming.
