摘    要:推进高校干部选拔任用工作,不仅关系干部的切身利益,而且关系到党的教育路线、方针、政策的贯彻落实。当前领导干部的产生方式主要有选任制、考任制、委任制、聘任制四种。在实际选拔干部时,却存在少数人特别是"一把手"说了算的情况、民主推荐和考察的方式方法不科学、用人机制缺乏有效监督、干部"能上能下"的机制尚未真正形成等问题。要坚持用人标准,以德为先,德才兼备,规范干部选任制和委任制的提名环节,加大竞争性选拔干部力度,完善干部选任的监督体系,完善干部退出机制。

Abstract:The selection and appointment of leaders in colleges and universities not only concerns leaders'own interest, but also concerns the implementation of the Party education line and policy. At present, the way of promotion of leaders includes election, examination, dispatching and appointment. Such way has many drawbacks such as arbitrary appointment, unscientific democratic election and survey, lack of supervision of talent - employment mechanism and flexible leader employment mechanism. We should adhere to the standard of electing talents, give priority to ethics on the basis of considering competence and ethics, normalize the nomination link of election and appointment of leaders, strengthen competitive promotion of leaders and perfect the supervision of election and appointment of leaders and leaders'retiring system.
