武器装备科研经费分配的规划模型与算法

针对武器装备科研经费分配难的问题,首先,考虑了不同武器装备研制费用随时间的分布模型,其次,在满足多种现实约束的情况下,以分配方案最大化满足经费需求为目标建立了数学规划模型,并设计了基于差分进化的求解算法。针对模型的特殊性,设计了特殊的编码方式,以满足各种现实约束。最后,通过一个示例验证了该模型和算法的有效性,可以为武器装备科研经费规划提供决策支持。

Scheduling model and algorithm for weapon equipment scientific research budgets allocation

Aiming at difficulties in the weapon equipment scientific research budgets allocation problems, time dependent research and development cost distribution models of weapon systems are taken into consideration firstly.Then a new mathematical planning model is established under the condition of meeting various constraints in reality, whose objective function is set as the maximum of meeting budget needs. A solving algorithm is put forward based on differential evolution.According to the particularities of the solving model, a special coding data structure which can satisfy various constraints in reality is proposed. Finally, a case is studied to demonstrate the effectiveness of the proposed model and algorithm, which can support the decision making on the allocation of weapon scientific research budgets.
