对建筑节能问题的思考和建议

建筑能耗在总能耗中占有重要地位,且在一定时期内其比重随人均收入水平的增加而提高。我国建筑节能面临的主要问题有开发商缺乏建造节能建筑的激励;供热收费制度改革滞后;建筑物使用寿命过短;毛坯房大量上市,二次装修导致巨大浪费。应从规划和设计的源头入手,完善法规体系并加大监管和执法力度,制定并实施经济鼓励政策,通过宣传教育提高公众的认知程度,以技术创新引领、促进建筑节能的快速发展。

Reflections and Suggestions on Building Energy Saving

Building energy consumption plays an important role in overall energy consumption and increases with the increase of average income per capital. The problems in China's building energy saving are: lack of incentives for developers to construct energy-saving buildings, lagging-behind reform of charges for heat supply system, short service life of buildings, semifinished houses in the market, and great waste of second furnishing. It is necessary to start with the planning and design to perfect legal and regulation systems and reinforce the supervision and power execution, to make and implement economy-encouraging policies, to improve cognition of the public through publicity and education, and so to guide and promote the fast development of building energy saving through renovating technologies.
