摘    要:科技人力资源是建设创新型国家的主导力量和战略资源,其数量、质量和结构是衡量一个国家和地区科技实力和创新能力的重要指标。实现中部崛起,关键在于科技创新,其核心在于科技人力资源的开发。然而,中部地区科技人力资源总量不足,结构和配置不合理,这要求中部地区实施协同开发战略,实现科技人才开发的"整体崛起"。

Abstract:Science and technology HR are the leading force and strategic resource in building an innovative country.We can measure the innovation strength of a country or regional by means of the number,quality and structure of the science and technology human resources.To develop the central region,we must develop science and technology human resources.However,there are lot of problem in Mid-China,such as the total lack,unreasonable structure and configuration.In order to achieve "the overall rise",we must develop the science and technology human resources by the synergy Theory.
