| 摘 要： | 在大陆法系国家,违法行政行为被区分为无效行政行为和可撤销行政行为两大类,然而对于违法行政行为除无效和可撤销外,还可通过追认、补正和转换的方式予以治愈,这不仅是对行政行为公定力以及信赖保护原则的肯定,同时对于行政主体与相对人利益的平衡以及实现行政管理目标的最大化效率亦有着重要意义.

| Abstract: | In the continental law system countries, there are two kinds of illegal administrative behaviors, void administrative behaviors and revocable administrative behaviors. But through conferring, mending and transforming them, some illegal administrative behaviors can be cured. It is positive to the basic administrative principles.At the same time,It will be of importance to balance the interests between subjects of administration and their relatives. |
