| 摘 要： | 社会转型会对社会秩序产生深刻的影响,混乱是这一时期的主要特征。随着入境外国人的增多,一些负面现象也日益增多,外国人刑事犯罪、非法入境、非法居留、非法就业以及其他非违法性涉外不安定因素呈现出上升趋势。因此,通过加强外国人管理以实现对治安秩序的维护,是新时期我们追求社会稳定的必然要求。
