| 摘 要： | 制度创新是指以新的理念去思考并变革现实社会中不合理的政治体制、管理模式、法律体系等创造性的思维活动。以效能更高的制度去推动效率更高的行为是制度创新的根本出发点。转型期中国世界遗产管理工作要有新的突破必须走制度创新之路。

| Abstract: | System innovation refers to the creative thinking process of considering and transforming the inappropriate political systems, management models and legal systems with new concepts in the actual society. The starting point of system innovation is to promote more efficient actions with more effective systems. To make breakthroughs in the management of the world heritage in China which is currently under transformation, it is a must to stick to system innovation. |
