科学技术指标体系设计及评价

 国际上关于国家科技活动投入产出的评价指标体系建设及其评价研究已有较长历史，产生了一些具有重要影响力的代表性研究成果。通过对世界主要科学技术指标体系进行梳理与分析，总结其研究共识与特征，分析存在问题与不足，并基于中国现有的科学技术指标研究框架，针对跻身创新型国家前列、建设世界科技强国的战略目标，提出指标体系设计、数据采集分析以及国际交流合作等方面的发展建议。

Study of science and technology indicators system and evaluation

There is a long history of evaluation indicator system and research about input-output of national science and technology activities, some representational research results with important influence have been achieved. In this paper, the main international scientific and technological indicators are analyzed, the characteristics are summarized and the deficiencies are discussed. Based on the existing scientific and technological indicator research framework of our country, some suggestions focusing on indicator system design, data analysis and international cooperation are proposed according to the strategic target of being in the forefront of innovative countries and building a powerful country in science and technology.
