摘    要: 以国家创新体系理论为基础,以知识的生产者、扩散者和应用者为主要分析维度,结合生态学中的生态系统理论,构建了中国科技创新人才生态系统的结构,阐明了系统运行的基本原理和演进机制,分析了中国科技创新人才生态系统的演进历程、面临的问题,提出了促进系统可持续发展和高质量产出的政策建议。

Abstract:Based on the theory of the national innovation system, this paper takes the producers, the agents and the users of knowledge as the main analytical dimensions, and combined with the ecosystem theory, to construct the structure of China's scientific and technological innovation talent ecosystem. The basic operation principles and the evolution mechanism of the system are clarified, the evolution process and the problems faced by China's scientific and technological innovation talent ecosystem are analyzed. On this basis, some policy recommendations are put forward to promote the sustainable development and the high-quality output of the ecosystem.
