摘    要:为定量评价区域水资源规划的合理性,引入系统协调发展理论,采用状态-关系(S-R)框架,构建了水资源规划协调发展多层递阶评价指标体系,并采用变权-多层可变模糊模型进行评价.以大连市旅顺口区为例进行研究,结果表明该区水资源规划协调发展水平呈不断上升趋势,规划合理,但其节水水平和工业直接用海水比率不高,需要进一步提高.

Abstract:In order to make a quantitative evaluation on the rationality of water resources planning,the system coordinated development theory is introduced and the multi-layer index systems of the coordinated development assessment for water resources planning systems based on ″state-relationship(S-R)″ framework is constructed.Then,the evaluation model based on variable fuzzy set theory and variable weight principle is developed.This evaluation process is explained taking Lvshunkou District in Dalian City as an example.The results indicate that the coordinated development level of this regional water resources planning system increases steadily and this planning is reasonable,but there are some problems including lower water-saving level and less quantity of seawater direct use in industry,which needs to be improved.
