| 摘 要： | 19世纪60年代,清政府为形势所迫而制定了一系列工商政策,基于对晚清政府以发展经济为核心的辅助性政策,力图自上而下推进经济振兴,其实质是在政府主导下将近代工商制度移植到晚清。但在实践中,此种强制性的制度变迁绩效明显不足。

| Abstract: | A series of industrial and commercial policies were formulated by the Qing Dynasty in the 1860s.As an auxiliary policy,it aimed to develop the economy,whose essence was to transplant the modern industrial and commercial policy by the government to the late Qing Dynasty.However,in practice,the performance of the compulsory transforming system was obviously insufficient. |
