| 摘 要： | 基层创新体系建设对完善国家创新体系和区域创新体系、推动县域经济社会持续健康发展意义重大。对基层创新体系的特征、结构和运行机制进行了理论分析，并在实地调研基础上，对我国不同地区基层创新体系的建设情况进行了实证分析，最后提出相关政策建议供政府决策部门参考。

| Abstract: | The construction of basic innovation system has great significance to improve nation innovation system and regional innovation, promote continuing and healthy development of county. In this paper, the author analyzed features, structure and operational mechanism of basic innovation system. Based on field research, the authors analyzed construction situation of different basic innovation system, finally put forward related countermeasures for government department. |
