| 摘 要： | 在东北老工业基地的振兴中,东北地方政府在职能方面仍然存在很多问题,没有能够充分地发挥其应有的职能和作用。因此,只有进一步转变东北地方政府的职能,才能充分调动东北经济发展的潜力,才能真正实现东北老工业基地的振兴。

| Abstract: | In the revival of northeast old industrial base,the northeast local government's incumbency ability still keeps existing a lot of problems,can't well develop the working talent and function that it should have.Therefore only change the working talent of northeast local government further,then can transfer the potential of the northeast economic development,and carry out the revival of the northeast old industrial base really. |
