日本新农村建设及其对我国的启示

二战后日本针对城乡间存在的差距,先后进行了三次新农村建设,并取得了预期的效果。日本在其新农村建设中,注重发挥政府主导作用,从资金投入、规划与组织、法律与制度建设、人力资源培训等各个方面给予农村以实际支持。同时,也鼓励农民自强自立。这些有益的经验对目前我国的新农村建设具有启示作用。
