从“驱张”到“援鄂自治”——论赵恒惕主湘的功与过

赵恒惕在1920年6月至1921年9月期间主持湘政,积极参加驱张运动,有功于恢复湖南的稳定,但又在湘军内讧中排除异己,坐收渔人之利;采取恢复文教、严禁鸦片等有利于湖南社会经济、文化发展的措施,但又巧取豪夺,横征暴敛;颁布《湖南省宪法草案》,成为湖南首位民选省长,一定程度上保障了人民权利,但又罔顾宪法,镇压学生运动和工人运动;打着"联省自治"旗号,滥用武力,连年征战,使广大人民流离失所。

From Anti-Zhang （Peiyao） Campaign to Supporting Hubei Autonomy Wars： A Study on Hengxi Zhao＇s Contributions and Mistakes during His Office Period in Hunan Province

This thesis aims to probe into Hengxi Zhao＇s contributions and mistakes during his office period from June 1920 to September 1921 in Hunan Province. Zhao took an active part in Anti-Zhang （Peiyao） Campaign and played an indispensable role in restoring Hunan＇s stability. However, he knocked off dissidents in the internal conflicts among Hunanese troops and benefited educational activities, strictly prohibited opium and so forth from it. On one hand, Zha0 restored cultural and in Hunan Province which objectively promoted its economic development. On the other hand, he grabbed fortunes forcibly and extorted taxes ruthlessly. Zhao issued the Draft Constitution of Hunan Province and became the first people-elected governor of Hunan Province, which guaranteed people＇s rights to some extent. But, he ignored the Constitution deliberately and suppressed both students ＆ laborers＇ campaigns. What＇s more, Zhao abused forces under the banner of ＇Autonomy across the Provinces＇ and launched wars in consecutive years which led to the fact that millions of people were homeless.
