执政者对政治资源利用和调动是学习型城市建设的必要条件。执政者通过施政纲领和社会治理宏观的文件来明确表达出建设学习型城市的政治意志,并且制定和出台具体的法规、政策,得以在社会治理中实现。世界上许多政府通过出台法律和相关的文件阐释了推进全民终身教育、建设学习型社会的政治意志。在我国,建设学习型城市中的政治意志是强烈的,但在立法、公开和监督方面还需要不断完善。

They declare their political will and commitment of building a learning city through political outlines. Meanwhile, they enact laws and policies to realize such will and ideas. Nowadays, many countries have legislated on lifelong learning and learning society to de- clare their political will and commitment. In China, several municipal governments already have the political will of building a learning society. However, they need to improve legislation, publici- ty, and monitoring related to build a learning city.
