| 摘 要： | 科学技术是第一生产力，人才资源是第一资源。科学发展观的“第一要义”是发展，发展需要人才，人才引领发展。推动江西又好又快发展，关键靠人才，只有充分发挥人才特别是高层次人才引领科技进步、促进经济社会发展的重要作用，才能真正实现人才强省、科教兴赣的重大战略。
