| 摘 要： | 加强武器装备立项的综合论证是国防科技和武器装备管理实现决策民主化、科学化的重大举措。在“八五”期间狠抓了武器装备新上项目的综合论证的基础上, “九五”期间应该抓好重大武器装备立项论证时行综合评估的工作, 逐步积累经验, 建立相对稳定的评估工作机制。对武器装备立项论证进行综合评估是立项决策前的最后一环, 必须引起足够的重视。

| Abstract: | Strengthening the comprehensive demonstration, which was attention-getting in the Eighth Five-year Plan Period (1991-1995),is an important measure to upgrade the democratization and level of scientific management in decision making on the development for weapon systems and military equipment. This paper suggests that we must pay attention to strengthening the comprehensive evalution in the above-mentioned decision procedure. The necessity, goal, contents, methods,and operating mechanizm of the comprehensive evalution are revealed. |
