关于财政支农的一些思考

利用财政手段支持农业发展，减轻其风险，是国内外农业发展的共同经验。在我国加入世贸组织的新时局下，探讨财政支农，尤显必要。本文对现行财政支农存在的五大问题进行分析的基础上，提出了完善财政支农的五点建议：强化监督；优化财政支农结构；把握支农重点；保证支农支出的比重；完善财政筹融资体系；建立信息分析系统。

On Thoughts of Financial Investment in Agriculture

Finance to compensate for risktaking in agriculture is a feasible method to support agriculture, and by this means, many countries have gained successes. While, after china entering WTO, with domestic and foreign markets' opening, it is necessary to study and discuss the questions again, which lie in current fiscal system of agriculture. In the essay, the author analysized its defects, and then posed five suggestions: First, strengthening the power of supervise; Second, investing on major project and making the distribute structure reasonable; Third, keeping the ratio, that investment in agriculture to the total finance, not to decline; Fouth, consummating the banking system; Fifth, setting up the information centre to collect and analysize messages about agriculture.
