对提高我国利用外资质量的几点思考

目前我国利用外资质量不高，存在着低技术重复引入，部分经济主权因外资企业垄断而受损。外资遮避税收和利润过度汇出，投资于高污染行业，给环境造成不良后果等问题。为改善外资利用质量，我们应积极实现资金来源结构多元化，进一步取消鼓励外资的政策措施，限制和禁止外商投资不良社会效应项目。

At present, our country's foreign capital utilization quality is lower; there are some problems in the utilization of foreign capital such as the repeated introduction of low-level techniques, the partial economic equity damaged by the monopolization of foreign capital enterprises, the tax escape of foreign capital and excessive outflow of foreign exchange, and the investment for the high-pollution products, etc. In order to improve the quality of the foreign capital utilization, we should actively realize the diversification of the funds origin structure, further liquidate those policies and measures of encouraging the foreign capital, and restrict and inhibit the foreign merchants investing the projects with unhealthy social effect.
