基于可持续发展理论的旅游高质量发展分析框架

高质量发展是党的十九大基于国情提出的社会经济发展新方向，但在旅游领域究竟如何理解高质量发展并未形成共识.该文在梳理经济学和政治经济学的高质量发展观的基础上，提出基于可持续发展理论的旅游高质量发展内涵、分析框架和治理途径.结论认为：旅游高质量发展是一种强可持续发展，是一种更高层次的可持续发展，对旅游高质量发展的评价必须围绕“人的全面发展”核心理念，以经济、社会文化和环境协调发展为底线，进行地方、区域、国家和全球四个空间尺度的二维分析，旅游高质量发展要以人为中心进行多尺度综合治理.

An analysis framework of high-quality tourism development based on sustainable theory

High-quality development is a new direction for social and economic development proposed by the 19th Communist Party of China National Congress based on national conditions， but there is no consensus on how to understand high-quality development in the tourism field. On the basis of combing the high-quality development view of economics and political economy， the connotation and analysis framework of high-quality tourism development is proposed in this paper based on the sustainable development theory. It concluded that high-quality tourism development is a kind of strong sustainable development and a higher level of sustainable development. The evaluation of high-quality tourism development must focus on the core concept of “the all-round development of people”， taking the coordinated development of economy， social culture and environment as the bottom line and conducting a two-dimensional analysis on four spatial scales local， regional， national and global.High-quality tourism development should be integrated and managed at people-oriented multi-scales.
