论旅游业高质量发展的形势、动能与任务

自全面建成小康社会奋斗目标提出以来，国民经济已从高速增长转向高质量发展的新阶段.旅游业同样面临着转型的压力，既要抓住市场下沉和消费升级的发展机遇，也要应对动能转化、模式创新和国际竞争的诸多挑战.学习贯彻习近平新时代中国特色社会主义思想和党的十九届四中、五中全会精神，坚持文化引领、科技赋能，建设大众旅游为导向、智慧旅游为支撑的现代旅游业体系，形成以国内大循环为主体、国际国内双循环协同发展的新格局，是“十四五”期间旅游业高质量发展的主要任务.

On the situation,momentum and task of the high-quality development of tourism

Since the goal of building a moderately prosperous society in all respects proposed， the national economy has changed from high-speed growth to a new stage of high-quality development. Tourism is also facing the pressure of transformation. It's required not only to seize the development opportunities of market sinking and consumption upgrading， but also to deal with many challenges of momentum transformation， model innovation and international competition. The main tasks of the high-quality development of tourism during the 14th Five-Year Plan period should focus on learning and implementing of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirits of the Fourth and Fifth Plenary Sessions of the 19th Central Committee of the Communist Party of China， remaining at the top of cultural guidance and technological empowerment， building a modern tourism system guided by mass tourism and supported by smart tourism， and constructing a new development pattern with the domestic cycle as the main body and the international and domestic double-cycle deveolping synergistically.
