| 摘 要： | 应用非平衡系统的自组织理论观点,提出应制定铁路系统协同发展战略,并提出在制定协同发展战略时应遵循的8项原则,即:1.非平衡性原则;2.协同性原则;3.有序性原则;4,稳定性原则;5.注重信息原则;6.结构性原则;7.尊重人才原则;8.经济性原则.并考虑了在进行定量分析时,可采取的比较可行的方法及模型.

| Abstract: | In this paper through the understanding of the non-equilibrium open system in the railway system,we suggest that the synergetie development strategy be worked out and eight principles be followed in the railway system with the view- point of Non-Equilibrium System Economies.The eight principles are:1.the unba- lanced principle,2.the principle of synergismnature,3.the order principle,5.the stab ility prineiple,5.the principle of laying stress on information,6.the stru- cture principle,7.the principle of esteeming talent,and 8.the economic principle. And we also consider a more availble method and model when making quantitative analysis. |
